The National Treasury will launch the Sector Working groups tomorrow to mark the commencement of the preparation of 2016/17-2018/19 medium-term budget process.
The National Treasury Principal Secretary Dr. Kamau Thugge, said the launch will take place at Kenyatta International Convention Centre (KICC) as from 8.30 a.m. to 1.00 p.m.
In a press release to the media, Dr. Thugge said Accounting Officers and invited guests should attend the launch in order to present their views on the budget issues to be discussed.


He said public participation in financial matters at the moment is a must since the Constitution of Kenya 2010 envisages openness and accountability.
Further, Dr. Thugge added, the Public Finance Management Act, 2012 requires that the Budget Estimates be anchored on a medium term fiscal framework which is presented to Parliament in the Budget Policy Statement for approval.
According to the Principal Secretary, National Treasury Cabinet Secretary Mr. Henry Rotich will deliver a key note address and perform the official launch while Devolution and Planning Cabinet Secretary Ms. Anne Waiguru will speak on policy priorities for the Medium Term Plan (2013-2017) of the Vision 2030.
Mandera Senator Mr. Billow Kerrow who is the Chairman,     Senate Budget and Finance Committee and Member of Parliament for Mbeere South Mr. Mutava Musyimi, the Chairperson of Parliamentary Budget Committee will make the presentations on the way forward of the Budget preparations.
National Treasury Principal Secretary will give the overview of the medium-term budget preparations while the Director General, Budget, Fiscal and Economic Affairs Dr. Geoffrey Mwau will give indepth presentation on Macro-Economic Outlook for the Medium –term.
During the one day launch of the Sector Working groups for the preparation of the medium-term budget, Director of Budget at the National Treasury Mr. Francis Anyona will present the highlights of 2016/17-2018/19 medium-term expenditure framework Budget process.
