It is mandated to provide a fund (Provident) for the employees of Local Authorities (now County Government employees). Rotich said the government plans to merge the four financial sectors regulators: the Retirement Benefit Authority, insurance Regulatory Authority, Capital Markets Auothority and Saccos regulatory authority to new Financial Services Authority (FSA) to provide consolidated supervision of products and services, eliminate regulatory gaps and arbitrage, and to strengthen the focus on financial services consumer protection.
