The National Treasury and Planning has organized the virtual launch of budget preparation process for the

FY 2021/22 and the Medium-Term Budget on 10th September 2020 starting at 8.30 a.m. Consequently, as enshrined in Article 201 of the Constitution, public participation remains one of the key principles underpinning budget preparation process.

The programme for the launch is as shown below.

The Budget Review and Outlook Paper (BROP) is prepared in accordance with Section 26 of the Public Finance Management (PFM) Act, 2012 that requires its submission to Cabinet for approval by 30th September in each financial year. The approved BROP will subsequently be submitted to Parliament. In order to finalize the document, the National Treasury is expected by the provisions of the PFM Act to seek views from the institutions listed in the PFM Act, the public and any other interested persons or groups as specified in the relevant sections of the Act.  In particular, the National Treasury is required to seek views of the following:

The acquisition and subsequent implementation of an e-Government Procurement (e-GP) is a key Public Procurement structural reform area that is outlined in the Budget Policy Statement for the current Fiscal Year (2020/21).

 

To enhance ownership, we wish to engage, key stakeholders to validate the strategy and also provide valuable input that will go a long way in successful implementation. You are requested to provide a memorandum on issues to be addressed in the e-GP implementation strategy at both National and County Government.
